NS: Modify the minutes to reflect concern about IDs algorithm not being correct. Fall back not being able to handle all the cases.
The minutes are approved as amended in today’s meeting. LGR / Soiffer

Review the "Framework & Modules" concept as tentatively decided in Toronto
3:30 - 4:00 
Review and develop the list of Modules, note and address "difficult" functional assignments
LGR: I would like to talk about text. Not sure about the 3rd point. Text Direction Shall be declared
JC: applies to mixed scripts. Such as Horizontal mixed w Vertical. WCAG says all change of direction must be marked up.
LGR: Tagged PDF requires that the content be in reading order.
LR: Requiring Unicode should handle that.
JC: Could you place that on the Wiki for reference?
LR: Yes
LGR: The reading order is how you disambiguate those cases. Reading order for text needs to go into the text module. Tagged Page Content.
DJ: In the Framework tagged content has valid reading order
LGR: We will have to take apart the tagged PDF requirement and map them to different framework levels.
DJ: Let’s talk about Headers. Where do they go? Is it a module or is it something we always require?
LR: Distinguished between headings and headers
DJ: Are headings properly their own module?
JC: Yes
NS: No. Unless we end up having to have several pages on the topic.
JC: Let’s just place items we know should be their own topic?
DJ: Let’s talk about lists.
LGR: Not all lists need to be tagged necessarily.
NS: Is there an accessibility issue that requires us to differentiate between the two approaches (CSS and non CSS).

Tables: Review previous discussion and advance the issue closer to a conclusion.  We have to "do" tables for v1 no matter what!
